Community Planners - Professionals who administer, advise, consult on or develop master plans and other professional planning documents intended to guide governmental policy for the assurance of the orderly and coordinated development of municipal, county, regional, and metropolitan land areas.
Communications - Consistently and honestly conveying BRAC closure and realignment information between base leadership, the workforce, labor organizations and the impacted communities with the objective of garnering support for the action.
Community Relations - Controlling the flow of information, both positive and negative, about an organization in order to maximize favorable opinion and minimize obstacles to success.
Cost Analysis - Reviewing expenses that are likely to be incurred incident to BRAC closure or realignment.
Creative Workplace - Developing innovative alternatives to the traditional office including telecommuting/telework from home or regional centers, long-distance van pools, leasing of transition apartments, creation of virtual offices, and associated incentives. Alternatives are critical to the success of a transition to a new location.
Employee Outplacement Assistance - Assisting potentially BRAC displaced employees in finding new employment in the public and private sector.
Employee Relocation Assistance - Aiding private sector management in developing relocation policies and incentives and facilitating employee moves by developing a coherent and consistent message, offering assurances, articulating relocation benefits and showcasing lifestyle at the new location. Incentives such as commuting allowances and rental assistance are also considered
Facility Requirements Analysis - Reviewing an organization’s mission and staffing to determine facilities it requires to be successful. The facilities are characterized in terms of size as well as special requirements such as laboratory space, secure space, high bay areas or shop space.
Financial Analysis and Programming - Developing a financial plan which serves as a basis for inter-service reimbursement and budget based transfers.
Infrastructure Planning - Analyzing a potential redevelopment site to determine if adequate public utilities such as water, sewer and power are available to support proposed redevelopment. Consideration is also given to transportation services and road capacity, environmental conditions and public services such as fire protection, police, and schools.
Inter-Service Teambuilding - Aiding the integration of organizational elements from different military services by illuminating the cultural differences, focusing on the commonalities and cultivating a common sense of purpose.
Labor Relations Support - Providing advice and counsel to management on the impact of an action on its employees and their bargaining unit including delineation of management’s obligations under the collective bargaining agreement.
Land Use - Analysis of what the land on a military base has historically been used for and development of a plan for its orderly development so that disparate missions can be accommodated without compromising mission accomplishment. Designation of conservation areas and other buffers is also considered.
Manpower Studies - Reviewing an organization to determine title, grade and series for all civilian positions and grade, military occupational specialty (MOS), designator or Navy Enlisted Classification (NEC) for all military positions. These studies embrace sound position management principles while considering the organizational setting.
Mission Transition Planning - Developing a detailed plan of action and milestones to ensure the continuity of operations as an organization transitions from one location to a new location. This plan could include creation of temporary office, laboratory or production facilities or obtaining access to existing facilities.
Organizational Analysis - Reviewing an organization’s structure and its ability to deliver the products and services required to accomplish its mission and redesigning its structure and processes to optimize its performance. A pragmatic, results oriented approach is taken and consideration is given to civilian personnel regulations, pay plans and labor relations impact.

Real Estate Analysis and Site Selection - Reviewing alternative options for contractor operations being relocated to a new location incident to a BRAC action. Factors such as lease/build, location, facility capabilities and expansion potential are considered in a benefit-cost analysis.
Realtors - Real estate agents who are members of the National Association of Realtors.
Relocation Cost Analysis - Determining the full financial impact of moving an organization and its employees from their current location to a new location, typically beyond commuting distance from the original site.
Relocation Specialists - Experts in developing incentive programs to induce employees to relocate while providing assistance in real estate searches, home sales, household goods shipments and spousal employment.
Service Contract Transition Planning - Managing the consolidation of service contracts in order to maintain continuity and quality of service while realizing a reduction in administrative costs.
Scheduling - Identifying the tasks necessary to complete an action including their interdependencies and durations. Consideration is also given to resource requirements and constraints with a resultant timetable of milestones.
Space Planning - Evaluating an organization’s staff, its work processes and culture in the context of a building envelope to determine office layouts, system furniture requirements and meeting room needs.
Strategic Planning - Using a structured and systematic process to assess an organization’s direction, its mission, its changing environment and its corporate culture in order to develop focus and optimize future performance.
Teambuilding - Developing an esprit de corps within an organization with the objective of focusing the organization’s energy on a common goal or goals. Typical teambuilding tools include workshops and coaching.
Workforce Communications - Sharing information, through a variety of media, with the in-house and contractor work-force to elicit support for pending change. The key ingredient is open, honest dialogue.
