DD1391 Preparation - Preparation of project documents for military construction projects and special projects.
Economic Analysis - Completion of life cycle cost comparisons of project alternatives.
Project Validation - Review of activity developed project documentation to ensure validity of the requirement, adequacy of the documentation and reasonableness and accuracy of the cost estimate.
Basic Facility Requirements (BFR) Development - The shore-based facilities, by category code, necessary to perform the peacetime missions of Navy shore activities. A BFR justification is a calculation of an installation’s, a command’s or a region’s facilities allowances based upon planning criteria.
Regional Shore Infrastructure Planning (RSIP) - The RSIP defines the posture of operational and support facilities in broad mission readiness, functional and geographic terms. It includes broad comparisons of requirements vs. assets and describes broad scale constraints and opportunities. The plan provides a framework for integration and coordination of decision making for infrastructure and basing decisions and provides a clear direction for the future development of MILCON, special project, and demolition programs.
Air Installation Compatible Use Zone (AICUZ) Studies - Studies to protect the public's health, safety, and welfare and to prevent encroachment from degrading the operational capability of military air installations in meeting national security. The AICUZ program recommends land uses that will be compatible with noise levels, accident potential and obstruction clearance criteria associated with military airfield operations.
Joint Land Use Studies (JLUS) - JLUS is a cooperative land use planning effort between affected local government and the military installation. The recommendations present a rationale and justification, and provide a policy framework to support adoption and implementation of compatible development measures designed to prevent urban encroachment; safeguard the military mission; and protect the public health, safety, and welfare.
