Contract Overview
OASIS and OASIS Small Business (SB) are multiple award, Indefinite Delivery Indefinite Quantity (IDIQ) contracts that provide flexible and innovative solutions for complex professional services. Details of OASIS Contract include:
- Span many areas of expertise and mission space;
- Span multiple professional service disciplines;
- Allow flexibility for all contract types, including hybrids and cost-reimbursement, at the task order level; and
- Allow ancillary support components, commonly referred to as Other Direct Costs (ODC), at the task order level.
Contract Type:
- OASIS SB is a family of Multiple Award, Indefinite Delivery, Indefinite Quantity (MA-IDIQ) task order contracts for Government-wide professional service based requirements which is available for use by all Federal agencies and other entities as listed in the current General Services Administration (GSA) Order, OGP 4800.2I, Eligibility to Use GSA Sources of Supply and Services.
- OASIS SB allows for all contract types at the task order level (e.g., Cost-Reimbursement (all types), Fixed-Price (all types), Time-and-Materials, and Labor-Hour). Task orders may also combine more than one contract type (e.g., FFP/Cost, FFP/Labor Hour etc.). Additionally, task orders may.
Minimum Guarantee and Maximum Ceiling:
- The minimum guarantee is $2,500 for each OASIS SB Contractor that does not obtain a task order award for the term of OASIS SB, including Option I, if exercised.
- The minimum dollar limitation for an individual task order must exceed the Simplified Acquisition Threshold as defined in FAR Subpart 2.101, as amended. There is no maximum dollar ceiling for each individual task order placed under OASIS SB. An unlimited number of task orders may be placed under OASIS SB for the term of OASIS SB, including Option I, if exercised.
- There is no maximum dollar ceiling for OASIS SB, including Option I, if exercised.

The scope of OASIS SB spans many areas of expertise and includes any and all components required to formulate a total solution to a professional services based requirement, except for those services specifically prohibited in Section C.5 Please refer to the OASIS Pool 4 Contract.pdf located under Materials above.
